Following California's lead, Pennsylvania, Michigan and Illinois put
the brakes on their relief planning until they were able to assess actual
utilization and explore number pooling, which began to catch on in
earnest. Number pooling offered thousand-block assignment, an improvement
of a factor of 10 over current standards.
