Toll-free code 866 will supplement 800, 888 and 877 beginning July
29, 2000. Due to lack of use, no additional 88x codes have been allocated for use as an
additional overlay 866 for inbound "caller-pay the international portion of the
toll-free call" purposes. It is expected that the existing 880, 881 and 882 codes
will be reclaimed for use by 2004.
